From a legal standpoint no one's rights are being stifled, at least as far as the topic on hand. Everyone has their right to freedom of speech. In this case government has very little involvement. The parade is funded by outside private entities, and if those entities wish to withdrawal support for something they may consider hate, that is their right as well. The city itself could never ban the parade as long as the marchers obtain the necessary permits and pay for cleanup and police overtime, just as all other city parades.

Think of it this way. . .You don't have the right to yell Fire! In a crowded movie theater. The stampede could result in bodily injury. You don't have the right to insult people in an event that is sponsored by private companies because you could cost them money because of lost business. It's really very simple.

International Covenant on Civil and Political Rights
Adopted and opened for signature, ratification and accession by General Assembly resolution 2200A (XXI) of 16 December 1966
entry into force 23 March 1976, in accordance with Article 49

Article 19
1. Everyone shall have the right to hold opinions without interference.

Article 20
