I do not recommend living near Temple at all. I know it has come a long way, but no,don't live there. If you go down broad street going north on 611 you will find that you can actually rent a decent apartment outside of the city limits itself in Melrose Park. Some college friends of mine rented a very large apartment right outside of the city in melrose park for about $800/month and avoided the chaos that might be possible in the area. Check out Mount Airy as well as you can shoot down Stenton Ave from broad street in less than 10 minutes. You'll find plenty of cheap rentals there. If you want the city, I have friends in Northen Liberties that love it there. I personally don't recommend any of these areas as the fact is, Northern Liberties is right off Girard and right next to North Philly.

As everyone has said, Temple students pretty much need to commute unless they're in a main campus dorm. Fortunately taking the Broad Street subway line is very easy and I'd highly recommend living in Center City within reasonable walking distance of a stop. My top neighborhood is Wash West, although it might be tough to find a place for $750 (I'm paying $895 for a one bedroom). It's super central and minutes from any number of stores, shows and restaurants plus other nice areas.  But basically anything in between the Spring Garden and Lombard-South stops should be safe enough. Good luck!

Well, I agree with everyone that says that the Temple-Girard Ave-North Philly area are not safe. Now, if you are looking for affordable, safe and close to transportation, you can shoot up to Northeast Philly. The transportation system in Philadelphia is good and you could easily get to Temple in about 30-45 mins. if you got your bus'/train schedule. Also, NE Philly is cheap, clean and a lot safer and gives you more "house" for your money when compared to other areas of the city.

I grew up in East Oaklane, which is right by Olney, but is actually nice (just be careful of people stretching it). Melrose Park is nice too (if you don't mind being right outside the city), and there's some apartment buildings there. You can take the train from Melrose Park, or just shoot down Broad, it's not that far. It's a much quieter, residential neighborhood, though, so no good if you're looking for a more exciting, urban feel.
