Two: When you disembark at Suburban Station, you will have to make your way through the Penn Center concourses to get to the subway stations. There are signs pointing the way to the subway and trolley lines, and as you get closer to the 15th Street stations, you should see signs with orange backgrounds. Follow those to get to the BSL platforms. You will pass through either the Market-Frankford Line 15th Street station or the 15th-West Plaza trolley subway station first before going down to the BSL.

You can buy a "Quick Trip" ticket from the SEPTA Key fare kiosks. These are good for a single ride on rapid transit from the station where it's purchased. The trip from City Hall to the WFC is exactly what this was made for. It's the same price as a cash fare, IIRC.
