Maybe you and others say it but no, not everyone says it. If you happen to see any Manayunk discussions on the Philly subreddit, you'll easily see it's a hot button topic. Lived there for 3 years, never referred to CC as "the city" and never referred to Manayunk as not being within the city.

I can't get into Reddit, so I haven't seen it as a hot button topic except for occasionally being mentioned on here. I'm equally annoyed when people refer to Manayunk as not being within the city. But I also understand why "the city" is used so often. A lot of my suburban friends say it when they're headed downtown, but if they're headed to Manayunk, they say just that, to further specify where they're going. Same with places like Chestnut Hill, or Fishtown, or South Philly. Not saying it's right. "Everyone" wasn't the right word to use, it was a generalization that I hear it often from people and it does rub off on others.
