I don't think you misunderstood. I just didn't explain myself very well the first time.

It's not just the city. Look at the way some people talk about some places in the suburbs, too.

If you go by the advice on this board the only place that's sort of safe to go in the city is between Chestnut and South from the river to maybe 38th St. Oh, and Chestnut Hill. And in the 'burbs there are maybe two dozen towns (out of a hundreds) that are decent places to live.
