We'll probably need more information to be able to help you. Are you intending to be a police officer in the city or the suburbs? Don't listen to the naysayers on this board, who obviously have no idea what they are talking about. Especially not someone who has lived in the city for 1.5 years, and in Germantown no less. The Art Museum neighborhood would do you fine, or better yet look in Rittenhouse Square. You'll be in the midst of Center City and be within walking distance of shopping, entertainment, etc. Plus there are plenty of quiet tree-lined blocks.
