lol, not a leopard but criminals will and do a better job of attacking. it is because the citizens and govt here think crime is something to just laugh at, not punish

when does this happen? Seriously. I've been here for more than a few years . . . and Philly has 30 million visitors a year . . . and i've never heard of any violent incident with a tourist (unless they were wearing a NY or Dallas jersey to an Eagles game)

I love how people wig out about city crime in Philly
Ya, it needs work but my middle class family lives there and had almost no problems for years. Stay outta the slums and use common sense seriously. It is not Camden for god sake.
For living:
Center City (expensive prices)
Most of Northeast Philly, rather suburban in feel. Mix of White and affluent minorities.
Olney (Far North Philly) not quite as pristine as Northeast Philly but still rather safe. My family lives there, many affluent Afro-American families.
Most of Northwest Philly similar to Northeast Philly
There may be a few pockets of South and West Philly I am overlooking.
Generally speaking, North Philly is a no go zone.

I am curious about something. Some 35 years ago I lived at 47th and Pine. It was convenient to the University and I walked about and enjoyed the area until the early 70s when all hell broke loose. People were killed on the street at night and Penn started providing a bus in the area for students after dark.
It changed a lot and I wasn't feeling safe to walk to campus or wait for the bus. A bit later I relocated. How is that area now??????

I lived one block away from 47th and Pine until I moved out of town in 2004. That area is caught up in the wave of gentrification. There are two buildings that were converted into condos. I would not recommend as strongly the series of apartments on Pine west of 48th.
University City in general has undergone a renaissance. It's not perfect but it has achieved a socioeconomic mix of people. Today it's seen as a slightly mellower, more affordable alternative to Center City.

Except in the areas in Old City, near the Historical Area, the entire City is becoming high crime.... Stay away from the "Gallery", a run-down shopping MAll on Market Street. It has deteriated immensely in the past 20 years.
