Default Resident of Virginia Worked partyear in philadelphia Tax returns help

Hi All,

Thanks for your input in advance. I am a Virginia resident worked for 3 months in Philadelphia. My employer deducted Philadelphia locality (wage) tax. When I called VA tax administration, they say that I can take credit for the amount I paid to Philadelphia city/Pennsylvania state but along with VA returns they want me to send PA state returns also. However as I paid only locality wage tax, it goes to Philadelphia city and not to PA state. When I am filing PA returns thru taxcut software, I don't see any wages and taxes info as I didin't get any state wages or taxes. Also, when the locality wage taxes are paid to Philadelphia city, do I need to file returns with Philadelphia city ? Do I also have to file PA state tax returns ?

Can any one help/ explain how this can be accomplished. Your help is highly appreciated.
