Theres no real rationale to it. Most people I'm sure don't even think about it. The same thing as mid western nice, southern manners or southwestern libertarianism..its just inherant in the area.

Actually it's not inherent to the area, or entirely an "East Coast mentality".
Having lived in DC for several years, and spent considerable time in NYC, can tell you it's not a shared behavior.
The pervasive sense of apathy of life in general, sucks the life out of anyone not in step with that mentality. This isn't a city of optimists, for obvious reasons. Residents here seem to relish wallowing in litter/filth/treeless landscapes/rundown buildings and pushing for any kind of change or improvement is best left to those who moved here from someplace else. How interesting is that those aware of the far less than ideal environment are from other places? That should speak volumes to those living here, well traveled or not.
Despite the common mindset of those from the area of "that's the way things are here", or "fill in the blank was always like that" or "it's just the way it is"...those that have moved here from elsewhere are not going to sit back and watch the Third World goings-on and be okay with it all. And the suggestion that we're out of step and should move elsewhere may fly with some. They will leave. But many will stay, and work for change. Philadelphia has the potential to be truly a world city...like a Boston, or a Washington DC, or Chicago. If the lifelong locals would only cooperate a bit.
