Default Help finding a childhood visit location, University with waterway maybe?

Hi, I've been searching online till I question being able to find this location. I only have my memories in finding this place. It dawned on me, I can only find this by asking a local, who will understand where I'm looking for because they've seen it.
When I was a kid, about 1959, my grandmother took me fishing one day. It took a long bus ride from Willow Grove, Philly. What I remember when we got off the bus was a long street bordered on either side by a waterway, leading up to a large building that could have been a university, museum, or government building. The waterways had trees along them, some people here and there were lounging on the grassy slopes leading down in to the waterways. Its possible there was one waterway, but it seems there were two, because I remember thinking how odd. I thought they were creeks but now have to assume they were man made. My grandmother told me we could catch fish there which was why we went that distance and it was the only place she could think of to go do that. But she could have been just saying that too and had wanted to go there, yet, we did take a fishing pole, so I assume there were fish, which points to what kind of water way it/they were.
So, if anyone can think of where that would be, I'm dying to see photos of this as I've thought about it all my life and only a month ago I had the thought I might now be able to find this on line.

Could it have been where Linden Ave meets the Delaware River in NE Philadelphia? Besides being there at the river, there were (maybe still are) fish hatcheries and little manmade fishing ponds there. I remember being down there as a kid in the 70's. It's called Pleasant Hill Park. It borders a water treatment plant, so that might be your government building, and there's also a rec center down that way. I've been trying to find a picture, but can't locate one.
