"Tram" is what Britons call a trolley. Chances are whoever posted something to this discussion or one of the links from it and used this word is European (English-speakers in Europe follow British usage as much as they do American usage, if not more so).
If anyone is proposing restoring light rail service on the two Red Arrow routes that were abandoned, it's news to me. I think we will see full restoration of PRR West Chester Branch service first.
Of course, the entire SEPTA capital program has to be viewed as analogous to the old Sears catalogue unless and until Harrisburg fixes the transportation funding problem. (And that problem is not restricted to mass transit: the state's roads and bridges are also being shortchanged now by the funding hole.)
However, one SEPTA insider whom I see every Sunday tells me the agency does face a right-here, right-now conundrum: As the city is proceeding with its plans to redo Dilworth Plaza and the transit concourses beneath it, SEPTA must also proceed with its reconstruction of City Hall Station, for to do otherwise would require tearing up what had just been built at needless extra cost. But there's no money for SEPTA to do this now.

I think we will see the West Chester line restored soon. Alot of towns and my cousins what that line restored as it would ease there commutes to Philly. The other lines will be restored in phases form what i'm told as part of the statewide plan , ie the Allentown and Reading lines. I think will see Privatization of the Septa network or at the attempt to do it....that would speed up things. Tram is more of a European name , but its way better then saying trolley. The old Red Arrow lines would be rebuilt by Private companies not Septa. A Transit Blogger friend told me he heard that somewhere , same with the Cross County Metro. The Waterfront Trams would be built and operated by DPRA. I think PA's word are 3x worse then the Worse Bridge Septa has.
These numbers and Projects were taken from the Capital Projects plan from SEPTA , NJT and DRPA , along with County plans. The Ridership projects are from City , County ,bloggers , SEPTA Fanners (there usually not that far off , at least with the yearly projections) , and Private groups.

So true I could never understand why there was no trains there it would speed up service to media and make delaware more reachable without having to ugh taking 2 buses that take forever well separately their fine but when u add in the transfer and how far it is just plain wrong. Some things are better done with the rail. Yay septa
The problem is not enough people in the region use mass transit. Why do you think many of the old lines were discontinued? The answer is nobody was using those lines. Even the existing lines are a joke. If I take the regional rails after 10 pm the train is 90% empty.
In the inner city neighborhoods, a ton of people take mass transit. I take the 10 trolley all the time and I've been on trolley at 12 or 1 pm that were packed. People take the 10 at night too. I've been on it at night a couple of times and have been pleasantly surprised at how many people used it. Regional Rail is expensive.
Before SEPTA invests a nickel into expansion it needs to put some work into maintenance and renovation of its existing service. Outside of the three major transit hubs (30th Street/Suburban Station and Market East) the facilities are rundown/falling apart. Additionally frequency of service issues during rush hour need to be addressed in order to increase ridership and subsequently increased revenue. Most of the bus routes which feed subway stations and regional rail lines operate on the same frequency of service at rush hour as they do at other times of the day. Additionally SEPTA operates on the premise that rush hour ends at 8:30am in the morning and 5:30 pm in the evening...in which parallel universe? And then of course there is the archaic ticket purchase "system". SEPTA shouldn't be allowed to do any expansion with tax dollars until they're able to successfully operate within the current system.
For the trolleys, busses, the El, and the Broad Street Line, there is definitely more service during rush hour. I do think SEPTA ends their evening rush hour service a bit early on the buses. During rush hour, I can catch a 10 trolley every 8 minutes whereas its usually about every 10-12 minutes during non-peak hours in the morning and afternoon.
Like the Frankford Arsenal before it, the Navy Yard is a former military facility that the city is trying to redevelop for civilian purposes. Another recent addition to the Navy Yard is Tasty Baking Company, which is moving its plant to a brand-new facility there from its old home in Nicetown.
The eastern third of the Navy Yard site is a former military airfield. It hasn't been used for aviation for decades. That's a lot of empty land that could be turned into something else -- but right now, there's no easy way to get to it. The light rail extension shown on the Transport Politic map -- which no local transit or planning agency has yet put on its short list of projects to undertake -- would remedy that.
The idea is to extend the single-seat rapid transit ride to City Hall all the way to the Far Northeast. On a local discussion board whose transportation forum I moderate, we've had some back-and-forth discussion on both the merits of this line -- and of running it up the Boulevard* -- and on the A. Merritt Taylor transit plan, most of which remains desirable a century later.
*While Roosevelt Boulevard is the spine of Northeast Philly, it is a supremely pedestrian-hostile thoroughfare. Some have argued that Bustleton Avenue -- which is narrower and more uniformly commercial -- would make a better choice as a route for a BSL Northeast Spur.
Edited to add: I'm not sure about the distance, but I think that the Northeast Spur subway as proposed by the city and SEPTA would be about 8-10 miles long.
Once you go north of the Frankford Transportation Center, bus service in the NE is AWFUL, especially on the weekends. Most of the buses in the NE like the 88, 84, and 66 only run every 1/2 hour or every hour on the weekends.
