Is it safe during the night in University City?
I am coming to US this summer. My plane will arrive on 5:30 PM in Newark, and then my train will arrive in Philly on 9:00 PM. Then I will take a taxi to my rent room on 45th- Larchwood street. So is this safe?

45th and Larchwood is fine. As newmarlig said, common sense and street wisdom are always helpful, especially in a large, unfamiliar city. Some neighborhoods start to get a little more challenging west of 50th Street or so.
You won't see any of Newark as there is a direct walking overpass from their airport to the train area.

Maybe you are in US. I cannot open the site from outside of US, but I can open it using a proxy. In addition, I don't have a US phone number. So does this service require a US phone? I mean, after I arrive, how to get in touch with them?

You make arrangements in advance on the phone, telling them date, flight, no. etc. There will be a bank of phones in the airport where you pick up your lugguage. One of those phones will be to them. After you get your luggage, you call from that phone and you will be picked up.
