Not quite. If god made us, he purposely made us VERY sexual creatures.
Then he has the good humor to tell us not to do what he made us to do. It's like giving a 2 year old a bag of cookies and telling him not to eat them.
Religion aside, there are very good reasons to stay monogamous in our culture. You wont get any funky diseases, you'll get along better with your spouse and you'll raise children in a much more stable environment, which will increase their chances of survival and eventual reproduction. But in other cultures, environmental pressures favors polygny or even polyandry for raising kids.
That plan exists because it has proven to be a good survival strategy for us, not because god wanted it that way. Life is messy; nothing is black in white, nothing is set in stone.
