I'm not sure about throwing out all the "older complexes" in Tempe. There are some small buildings that have been around a long time that are walking/biking distance to campus... I haven't been in them in years, but they are worth taking a look at... along College Ave, and a couple more on Broadway between College and Mill. The ones on College are nice quiet areas, with Daley Park across the road. It's also on the free Orbit shuttle bus routes around Tempe.

The area isn't the safest, but where in Phoenix is these days? I would try to get closer to ASU, if that was the school you were attending. Also beware of how apartments present them self over the internet. Get on google maps, and check out the area, notice you will be living next to a month to month apartment complex, not saying they are the best, but they don't normally bring in the best crowd, and when someone needs to make rent, they can hop over the fence and they are in a "luxury" apartment complex, easy to kick in a door and steal all your stuff, or rob you as you leave your car, then hop a fence and be home. I also suggest checking to crime mappings, see how much crime occurs in the area. I don't frequent that area much at all, so I'm in no way a expert, but I also know, not many professionals or college students choose to live there, there is way cheaper rent, in safer more desirable areas of Phoenix or Tempe.
