Fogo e Brasa is pretty decent - i've had better, i've had worse, but i've only had that in the phoenix metro
as far as traditional steakhouses, if money is of little importance/big splurge, etc then add places like bourbon steak & mastros to your list
if you want to stay on the west side then arrowhead grill is probably the top spot to be - Skye is another really good option

I've been to all the steak restaurants in Phoenix including
Drinkwater City Hall later Mastros
Donovans
Durants
Ruth Chris both locations (thought Scottsdale was a little better)
Mortons
Keg
and my favorite is the Flemings location on I-10/Ray
Yeah, I know it's a chain and it's not SUPPOSED to be the best but the steak is really good at this location. I implore anyone to go there and try it.

They opened one here too. Good to see that. It's another chain found in the midwest and South. They are really good.
The Brazillian churascarias (sp) are not known for the quality of their steak. You go there to feast. That's the point. It's a ton of unlimited meat and people coming to your table.

I would diffenently want to say Ruth's Chris. Pinnacle Peak is another historic az one and I love the food but isn't by any means fancy(If you wear a tie they cut it off you  )

I love Ruths Criss too - but the best in town, Mastro's hands down. Mambo salad there was awesome.

Brazilian steakhouse
From what I know, Fogo de Chao is one of the best authentic brazilian steakhouses around (IMHO, for being originally from Brazil), it's a bit pricey ($29/person for lunch - $46/person for dinner) but comparing to the ones I've been to, it's really worth it.
I've never been to the one in Phx but I guess it's pretty much the same as it's in other states.
They're located in Scottsdale close to Scottsdale Fashion Sq.:
6300 N. Scottsdale Rd.
