Or you go to sell the ppty and the buyer and his inspector check with the city and then you get to be the sucker with the big fine.

Mesa (I would expect Phoenix to be the same): A six foot wall can be built without a permit providing it does not pass the front wall of the home. Four foot is maximum in the front yard. A wall up to eight foot high can be built but a permit is required. (Same with gates).

HOA enforce their own regulations and the city's might not be valid.

Do not build without a permit!! You might get away with it for a wile but if you come under focus (expect your neighbors to turn you in) the city "will" force you to tear it down. There are fines for noncompliance, and you will still have to tear it down.

That said, a six foot wall can be extended without a permit by using a natural or see through construction, like a flower trellis. Bushes have no height limit. The Italian Cypress is popular for that. They are tricky to start but after about eight years old they take little maintenance. You MUST learn the watering needs of the tree. They start out needing loads of water but then need little. Wrong technique will kill the tree quickly. Plan for an 80 foot tree in twenty years. It will need to be planted with enough room for growth.

Can I have a block wall at 3feet but continue the wall with ornamental iron in the front?

Depends on the city. Call your city and ask them. If in an HOA they may not allow it, you'd have to ask them for permission.
