Here is the entirety of the legislation:

Section 1. Title 13, chapter 37, Arizona Revised Statutes, is amended by adding section 13-3729, to read:
13-3729. Unlawful cliff or rock formation jumping; classification
A. A person shall not knowingly jump or dive from ten feet or higher off a cliff or rock formation into a lake or stream that is located in any public park or state land area or on any private property without the permission of the landowner.
B. A person who violates this section is guilty of a class 2 misdemeanor.



I'm guessing this was proposed because people/entities who own the land where someone gets injured are often sued, even if it is completely the fault of the person injured.

So all you need to do is get the landowner's permission first... Seems pretty reasonable to me.

I've known 2 people that have died cliff diving at the lakes.
