I have had 2 situations with barking dogs once as offender and once as the victim, both times in Chandler. Chandler has a barking dog ordinance that is brutal and can leave you with a criminal record if you do not take care of the barking dog problem. My guess is your neighbor with the dog was being slick and tried to intimidate you before you could call the police on him.
Call the police when the dog is barking if they come out and hear the dog barking they will start the process. It will not take long before the neighbor is bringing you cookies not to call the police and he will stop the problem.

Sorry to hear about your hassles. I have since looked into the ordinance, and I think it is a shame the way that is set up. I like that the town is taking the noise issue seriously, but I think it would be better to have something like a little set of citations, with fines attached, as a deterrent, rather than criminalizing it. It should be more like what happens if you're caught speeding. The first time, they cite you and send you to traffic school. If you pass the course, nothing goes on your record. If you're a repeat offender, things start going worse for you. They could do the same thing with dog owners. Say someone lets their dog bark for hours, and the police come over and definitely see that is happening. They could cite the owner, but the fee is waived if their dog passes a bark training course with a dog trainer. Then the problem is solved, no one is a criminal, and the victim isn't victimized again by the dog owner trying to prevent a court case.

My problem was not a big one because I handled the problem correctly after talking to a lawyer

I used to live in Chandler near the fashion mall, 101 Loop and Chandler Blvd.

I really hated to move away from there because it was such a nice neighborhood, we had great schools in the area and neighbors were decent for the most part.

Home prices are reasonable there, probably can find something pretty cheap right now under your asking price and still be in a good neighborhood.

Otherwise as another poster suggested, Ocotillo would be a very nice location for what you're looking for, longer commute to Intel though.
