Neighborhood improvement has had it's ups and downs. They come out and inspect what you report. Sometimes it helps. Many years ago they had a line of sight policy and would leave other nearby home owners notices of non compliance for the reported violation as the house reported. If the owner does no wish to comply, they can play games with the city and have it carry on for decades. There is a house in the 3100 block of east Flower St. that has been playing hide and seek for at least 20 years with violations. There were cages of parrots and macaws in the back yard that screamed without stopping for many years. The property just keeps getting worse. There is now a six foot metal enclosure around the place to hide the junk. It's totally bizarre. North side of the street. I think it would be really buggy and a fire hazard. It makes me think of the movie, "Running with Scissors."
