Community Legal Services ("legal aid"), is a possibility, although they have specific eligibility requirements and are always swamped. The Maricopa County Bar Association operates a lawyer referral service which might be useful, though. http://maricopalawyers.org/ $40 for 30 minute consult.

No offense, but you need to take the ball and run with it. You had a 14 day window to terminate your lease in writing, after the apartment was not able to be occupied.

You may still be bound by a lease, because you apparently couldn't be bothered to either terminate it or follow up, apparently waiting for the landlord to call you first. The landlord is not required to call you and find out if you feel well. It's not the landlord's responsibility to call you and ask you if you still want the lease. The lease, and Arizona laws, cover for both you and the landlord, so that there aren't any undocumented expectations.

I'm sure not going to read the whole Landlord Tenant Act, or hazard a guess about your lease, but the problem is yours to solve, at least for the time being. It's possible you still have a lease, and it's possible that you don't.

CALL THE LANDLORD.
