About 15 years ago . . . I discovered a solution to "Ugh" Hot Showers during the Summer Months totally by accident and have been repeating it from about June until October ever since.

Turn your Water Heater OFF (Electric is much easier than Gas) and after a few days the Shower Water from the Hot Tap is actually much cooler than the water from Cold Tap.

Try it . . . nothing beats a nice Cold Shower (or at least Cool Shower) after being outside working, exercising and/or biking in 100 plus degree weather.

Good Luck.

Even where I live in SCW, the water comes from underground aquifers, but then it is stored in above ground tanks where it picks up the heat. I take my showers with the faucet on full cold and it is just the right temperature! So look on the bright side - you're saving money by not needing your water heater.

It will get cooler in the winter, but it still will not be cold. For cold drinking water, I keep a Brita pitcher in the fridge.
More to the point , water lines going to the homes and at the homes are not buried deep not to mention the pipes in the walls. As the ground/walls heat so does the pipes.
About the only cool water you'll get during the summer is water that's sat in pipes in your slab foundation or from your fridge.

And how exactly do you wash (sanitize) dishes etc?

The reason as someone else stated that we get hot water out the cold tap in the summer, is because due to the fact that we avg 3 frosts and 0 freezes per winter, our pipes are very close to the surface. The deeper pipes are in the ground, the more costly. And pipes are put as shallow as they can below the frost line in the soil (soil temps in winter are warmer the deeper you go).

Hope this helps

Good question, JimJ . . .

Not certain if this is a normal feature but my dishwasher heats the water when necessary.

The ambient water in the heater in the garage is about 105, that should be hot enough for dishes.

My wife's dishwasher works for food.

Just a thought to the OP, our shower handle has temperature settings that control how far hot or cold you can make it. You basically remove the handle and adjust how far hot or cold the temperature of the water is allowed to move based on where you have the handle sitting. I noticed our shower water did not get anywhere near as cold as our hose faucet does outside, we all know it never gets cold here in the summer, but our shower was much warmer than other places in the house. After that adjustment we were able to get it where you'd expect it to be, not cold, but not hotter than other faucets.

Exactly. It's not like the cold water is CHILLED every place else (other than being underground).
