It's official, Tempe in Motion will unify its operations with Valley Metro RPTA:
Approval of Bus Contract Unifies Bus Service Operations | Valley Metro

Currently, even though both agencies use the Valley Metro name, they operate as separate agencies. Starting this July, the City of Tempe will be unifying its operations with the RPTA, who operates the Mesa Transit Facility. Under this unification, 60 buses are planned to be reassigned from the Mesa facility to the Tempe facility due to its more central location. The contract has been awarded to First Transit.

I expect the following routes will operate out of both the Tempe and Mesa facilities:
  • 30 University Dr
  • 45 Broadway
  • 61 Southern Ave
  • 108 Elliot Rd
  • 156 Chandler Blvd/Williams Field Rd
Red indicates a current RPTA (Mesa) route.
Green indicates a current Tempe route.

I'm surprised Tempe's transit system isn't already part of Valley Metro. Tempe is one of the most transit friendly Valley cities, so it would only make sense to unify, especially since downtown Tempe is a major light rail hub. Plus, the forthcoming streetcar line will be a Valley Metro operation I believe.

Tempe in Motion uses the Valley Metro name on its buses, however, it is currently a separate agency from the actual RPTA. The same is true with the City of Phoenix Transit Department, which manages operations of its three transit facilities within the Phoenix city limits. The RPTA manages the operations of the Mesa facility and the Glendale facility (the latter jointly with the City of Glendale), and will soon manage operations at the Tempe facility starting July 1.

As stated, the Valley Metro name isn't used by a single agency here in the Valley, but by several agencies. This includes Tempe in Motion and the Phoenix Transit Department.
