I'm looking for an inexpensive sylist, too. I refuse to pay over $100 for cut/highlights. I'm willing to go to the bad parts of town.............  Any recommendations?

Rolfs is one of my favorite salons and I have never received a bad haircut there. I've had their low level stylist (was around $45) and was very happy with the results.

Good luck, I was in Phoenix last week. I'm from Kentucky and get my hair done every other week. You should have seen all the people asking me where I got my hair done, it seems to me that black beauticians are low there. I thinking of moving there and that was one of my issues, luckily I can curl my hair I would just need to find a person that can cut good. If you have any luck please let me know.

Try Zach at Sandoval (Sahuaro and Scottsdale Road/Sahuaro is around Cactus Road). He is very good. He considers your preferences and grooming habits, so you end up with a style that suits your appearance and lifestyle.
Also, I think Sandoval is an Aveda concept salon. IMHO, Aveda has the best products -- especially for women who color their hair.

Hair Salon
I went to Brandy at LA Image Salon on Bell and 67th and she did a great job! I think I paid $36 with tip. I'm new to this area too and stopped a woman at Target asking her where she got her hair done and she recommended Brandy. I'm glad I used her. Her partial highlights start at $55, which I think is really affordable.

I went to Rolfs at Val Vista and Baseline and received a great cut but.........
They wanted 50.00 just to do a root touch up and then another 60.00 to do highlites. The haircut was 55.00. Total 165.00. I was cheap and told her not to do my roots

Before I moved I did stumble on a good cheap person at AZ Hair Company in Chandler but I just found out she moved to Casa Grande and works at a more expensive place  I knew it, it always happens. Hair cuts were 15.00 I think and she charged me 35 to do a root touch up and throw a few foils in. It looked great. That was cheapest bill I had in almost 10 years since I left my cheap guy on the west side.

It depends on where you go. When I lived in Charlotte the prices in Phoenix looked like a bargain.
