Let's clarify something here: Phoenix and its suburbs are very new-looking, clean, and well-kept. On the other hand, Tucson is much dirtier and more rundown-looking than even the worst parts of Phoenix, IMO. Additionally, Tucson has very poor infrastructure when compared to Phoenix. To be honest, there's really no comparison between the two cities with regard to aesthetics.

I've noticed that major cities which attract snowbirds and tourists tend to be very clean and well-kept. Also, these cities tend to have the smoothest, widest, and most modern roads and freeways. Phoenix, AZ and Orlando, FL immediately come to mind.
