A couple of questions:

Which areas within a 1 hour commute of downtown Phoenix would be the most rural with larger lot sizes for the money?

Are these areas on some type of city water or do you have to drill wells?

I live in Surprise, have almost a 9000sq foot lot and have city water/trash.

A one hour commute probably won't get you out all that far, at least anything that would require a well. Go out 2 hours and yes.

Depends on what is a large lot. Most of the suburbs have areas of one acre lots, vestiges of their days as rural towns. Many are on "city" water and sometimes on irrigation too. Expect to pay VERY dearly for one. Bigger lots (5 acres and up) will pretty likely have a well, though there are some with water service.

"city" water here often means private water companies in the suburbs -even deep within city limits. Private water companies have pluses and minuses, though I can't think of many pluses just now.

What size lot are you speaking of?
What type of property - horse lot, or just a large lot?
What type of house - new build or older?

There are lots of areas with lots larger than the standard building lot. So more information is needed in order to point you to some areas.

I'm looking for 3/4 up to 1 acre, single family house. No kids, so school district doesn't matter, however clean water and available cable tv/high speed internet are a requirement. An older house would be fine, but if new were similar in price, I'd rather new. Phoenix has a great job market for my profession (data network engineer) and I'm a bit of an amateur solar and planetary astronomer (so light pollution from the city would not be as bad as it would be if I liked galaxy hunting) but a neighbor's porch light shining directly into my backyard is something I'd like to avoid. Thanks for your advice.

There are quite a few areas in the east valley that I'm aware of that would fit your needs.
