There have been several threads on this same topic on C-D Phoenix in the recent past. The consensus seemed to be that if you weren't already in the area with a local address and a local phone number, many employers wouldn't respond to your resume even if they weren't in a hurry to hire. They just think too many things can go wrong with hiring someone from afar. Personally, I wouldn't take any chances on it. It's not that hard to get a cheap phone with a local number to use for your job search.

What about Google voice? Can't you get a phone number with any area code you want?

Yes, when available. They have a fixed amount of numbers available.

Well, I was able to get a 480 Google Voice number last night. Now I have a local number and since I'm in the process of building a home there, have also a local address. The only problem I foresee is that my work history includes my current job in Illinois... But you have to start somewhere! I've been able to Skype interview with people in the past for the initial interviews, so that's how we'll have to approach things for now.
