I see that my childhood home in north Peoria is listed under an HOA so it seems correct to me. I see that almost all of Avondale and Litchfield is HOA... so I take that suggestion back. And I'm actually surprised to see that Maryvale is one giant HOA. Out of all places in the valley...

Another suggestion to the OP I'd like to make, are the neighborhoods directly south of Arrowhead Mall on 75th avenue and Greenway to Cactus (no south of Cactus, I believe that is in Peoria high school boundaries and that's not a good school), around there. Nice part of town as well with a proximity to shopping and a freeway for a commute with newer development. I also don't see a lot of HOAs there either.

That is a nice area.

The OP is going to need to adjust her dream, and her ideal situation, because the cats are so important to her. If they are that important, then living in a well-maintained (and updated, in some respects) 20 to 30 year old home is not much of a sacrifice, to avoid HOA restrictions.
