I have an offer on a house in The Islands, Gilbert. It is rested on expansive soil. The price is 250000 and the house was built in 1987. It does not have post tension slab. However, it is 2300 sq in and has a swimming pool with a fairly furnished interior. Should I buy this house or not?

You may want to contact some home inspectors and/or engineers and ask their opinion. I'd go with a professional's thoughts on that one. When we were house shopping in Gilbert we saw quite a lot that had foundation cracks, some all the way across the floors and up the walls. I'd definitely want a professional opinion on it.

I suppose it depends on whether or not differential settlement or expansion could occur. All slabs crack eventually though.

Drainage is a major factor as well. Clay soils swell and consolidate due to water uptake. If the roof drain system and site grading is done properly then the expansive soils beneath the house will not be exposed to stormwater.

If you're really concerned about it ask whether or not a geotechnical investigation was done and whether or not a report is available for you to look at. The report will contain a recommendation written and stamped by a registered P.E.

Buyer beware. Expansive soil can cause headaches long after construction is complete and any "normal" settling as occurred . Call a geo-technical engineering company and have a thorough inspection and possible manometer survey. If you need a referral, please feel free to DM me.
