I have two thermostat in my two story home and the problem that I keep having is that is always really hot upstairs and cold downstairs. The upstairs thermostat is set up in auto an basically the cooling is always on. So basically in the morning is always really cold and the downstairs cold. My home is relatively big with a two foyer living room. I don't know what to do and my last bill has been really high. Any suggestions.

Why not adjust the thermostats to what you want the temperature to be on each floor at each time of day? Am I missing something?

I've done everything! Downstairs will be set up for 78 and never gets to that and upstairs will say 90, even tho the thermostat is set to 68

The upstairs unit might have issues. I keep the thermostats at the same temp and it cools the same. 84 during the day (we are not home) and 76-77 during the night (during summer). I haven't turned on the air this year.

We had an issue with ours (we have kind of a techie thermostat/hvac system) and come to find out the thermostat was off by about 5-6 degrees. They had to reprogram our thermostat....and then they did a check in each of the rooms to make sure the air coming out of the vents was what it was supposed to be.

Needless to say that problem areas are usually parts of the house that get the most amount of sun during the day (south facing, especially west side) as well as upstairs. But I also dont think it should be 90 degrees upstairs when your house is set to stay in the 70's.

Have you had an air conditioning company take a look at your duct work, return vents, etc? Our old house was horrible with that and basically needed to have more return vents and extra ducts to get proper ventilation.
Make sure you dont have any leaks throughout your house...not sure if you have an old house or not...

You need to get an HVAC tech out. I too have a two story house with dual units and have no problem cooling the upstairs even in the middle of summer. If your unit is struggling when it's barely 80 degrees out, something is wrong.
