Rebate programs are usually pretty easy. If its like Mesa's, contact, submit plans, finish work, get paid. You have to make sure you keep your grass alive before you submit for the program and there is usually a minimum plant cover requirement.

I got a few quotes to get a front yard remodeled out of the 3 Licensed contractors I called only 2 showed up. 1 never gave me the quote he told me he had so much business that he didn't even take jobs that were considered lower cost work. The 2nd guy quoted me 18k to remove some grass put in about 1800 sq of gravel, and repair some stucco. Plant about 10 plants and replaced the irrigation system. One guy I called said unless he makes $10000 in profit on each job he won't take the job I only wanted to spend no more then $12000. Also I noticed they all wanted to replace my irrigation timer which works fine with one that cost $300. They said they can't warranty the work unless I buy the $300 one and throw out my $50 orbit with wireless remote which works great. I decided to go with unlicensed people and breakout the work to different stages which I will supervise my self.
