Is Paradise Valley part of Phoenix or is it its own town?

Paradise Valley is a separate town. It is bordered by Scottsdale on one side and Phoenix on the other three. Basically 15.5 square miles of wealth!

Paradise Valley is also a neighborhood in Phoenix.

The term Paradise Valley was in use to describe part of what is now Phoenix long before PV Town grabbed it. PV High School -- at 40th St and Bell in Phoenix -- opened in 1957. PV Town was incorporated in 1961.

I'm not sure why certain colors would pertain to certain cities (or the relevance of it). In any case, a satellite view of Phoenix reveals a large spread out jungle consisting mostly of brown & gray (buildings, concrete & asphalt). A noticeable shade of green can be seen across north central Phoenix into Arcadia, and again in parts of Scottsdale & Tempe. A political map would reveal various shades of red, blue, and purple (depending on the area of course).
