If I were still single and had your budget I'd definitely be looking in the Arcadia/Biltmore area. Basically anywhere between SR 51 on the west, Old Town Scottsdale to the east, Lincoln and Camelback Mtn on the north, and just south of Indian School Rd on the south. That would be the sweet spot. Anywhere north of downtown Phoenix and "between the 7s" (7th Ave and 7th St) would be good, too, up to about Glendale or Northern if you prefer a more historic feel but still with lots of new cool spots nearby. There are lots of great dining and entertainment options in both of those areas.

Single 30 somethings are a less common demographic in the town of PV. I'd do north Scottsdale, if you want to be around more people in your age group.
