I think with something you are selling, you would need a downtown walkable area. A boutique type place. Rent is usually pricier in places like that. Look into Chandler, Gilbert and even Glendale. Their downtowns are small but still somewhat affordable compared to a place like Tempe or Scottsdale.
I think they want to be out not stuck at home -so my suggestion would be to investigate .. art fairs are abundant here Arizona Craft Shows, Art & Craft Fairs, Street Fairs, Festivals and More! - or if you want to invest some money buy a kiosk in a mall - paradise valley mall or an established business I have a businessbroker if you'd like his name and number I can PM it to you...
