They are brand new, the area is generally safe, (there's some crime everywhere) and certainly convenient to a lot of things. That part of Mesa is undergoing some resurgence, with some new restaurants and new development like those apartments.

It is in Mesa tho, which should be enough to dissuade you from living there.

There's no basis to dismiss the entire city of Mesa as a place to live.
