Then we turn off the outside lights in front and close the shutters to signal that we're done for the evening. That seems to work fine as an informal approach in our non-HOA neighborhood.
Yeah, kids aren't stupid. They know not to waste times on houses that may be out, or aren't passing out any more candy.

Not specific to Phoenix, but an interesting stastictical look at trick-or-treating:

"So when should you expect the kids to hit the block? Going by the pluralities here, it would be best to plan for a rush from 6 to 8 p.m."

In my neighborhood, kids usually start showing up around 6:00, and it dies down around 8:30 or so. But it really depends on whether or not Halloween is on a school night.

Scheduled times. Scheduled days. Sheesh. What a bunch of baloney. Halloween is Oct 31 and the time is dusk until the porch lights go out.

When I grew up (in NJ) there was never any question about it.

When we lived in PA some towns tried, for God only knows what reason, to "schedule" Trick-or-Treat on other days. All it does is create confusion as some people give out candy on the "scheduled" day and others on actual Halloween. Smart kids would go out both nights.

Talk about government-induced nonsense!

Where I grew up, there was trick or treat on Halloween from dark to whenever. Then a 9 year old year girl was kidnapped, and brutally murdered while trick or treating. From then on and currently, trick or treat is the Saturday afternoon, so during daylight, preceding Halloween.
