You're correct, that would not be the case. From what I've read, all the rentals right in Old Town will be loud.

Both downtown Tempe and Scottsdale would be ideal for what you're looking for. The difference is Tempe is geared more for the college age crowd, and Scottsdale is more for the somewhat older, working professional. $1200 per month might get you something decent in or near Old Town Scottsdale, but it would likely be on the cheaper end of what's available.
