What OP is likely seeing are the older stamped plates that faded and peeled over time. One of the main reasons why they've switched to the new flat printed style.

It's the sun. The older stamped plates de-laminate. Maybe the newer flat ones do too. The old red/white ones didn't. Once the protective coating is gone the coloring goes to dust.
