Seems like to me areas where they don't have have irrigation or near open desert land is lowest. I know a friend has 2 acres in Glendale which is irrigated and he has lot of Scorpions same goes for Central corridor of old Phoenix irrigated with SRP lots of Scorpions I guess the water attracts many bugs they like to eat.
