Summer time water temp in Surprise
 We just moved to Surprise, AZ a little over a year ago and find it hard to believe no one else is complaining about the cold water temp out here in the summer. We lived in Phoenix, AZ for over 30 years and never had the problem of not being able to take a cold shower or wash fruit and vegetales or do a load of laundry in cold water in the summer. I can get no answers from the City of Surprise, Arizona American Water, or the builder but I do know the problem is city wide.

I live in an apartment complex in Mesa and we often have no cold water. When we need to put new water in our fish tank, we sometimes have to put tap water in a bucket first with ice just to get it room temperature..

it's summer, it's hot and in a lot of places the pipes are closer to the surface in older areas - i've never had cold water out here in glendale or goodyear ....... my aunt & uncle have lived in fountain hills for over 20 years and same deal

Finger Laker is right on. I live downtown in an old building and my water is cold. However, I have family in Surprise who also experience luke warm water from the tap. However, there are home buildings that bury pipes deeper, but I've heard that some newer builds do not in order to have quick access for future repairs.

Sorry, Midget . . . I have no clue about the water temperature in Surprise but I do know there's no such thing as COLD WATER during the Summer months here in Tucson.
In fact, sometimes the water from the Cold Water Tap is actually as warm if not warmer than that from the Hot Water Tap.

I routinely shower with the faucet on "C" in the summer in Scottsdale. The water is that warm.

The depth of water lines doesn't really make a difference unless they are 20 feet down and nobody could reach them if they were so they are not. They are usually about 12 inches or so deep. The average water temp coming from the Phoenix water tower is about 86 deg. here in the summer so there is nothing you can really do to get cold water unless you get some ice. lol If you get cold water out of your pipes here in the summer than 86 degrees is cold to you. In other words, nothing you can do about it and everyone experiences it. It's just one of our perks. lol
My husbands a Master plumber, and we owned a Plumbing company for years. Heard the complaint all the time. Sorry.
One exception is if you live out of city limits and got lucky enough to have a deep private well. Then you can have cold water in the summer but it's still really rare.

I mentioned this on another thread and some didn't believe it, I have no what you would call real cold water, you can run the facet, but it still only gets to luke warm stage, I have to also add ice to the dogs water, to any vegetables I wash, only thing you can do is add ice and make yourself some cold water

I know for a fact how ever deep the water lines are, they are still to shallow! The ground here gets very very hot, lol. so maybe they need to get those pipes down a lot deeper
