Queen Creek, Why no street lights ?
I'm surprised there building all of these sub divisions in QC and they
don't have any street lights

I believe the outlying areas want to keep light pollution down.

I believe QC is a "blackout community"---meaning no street lights, but residents are supposed to have on porch/coach lights on garages on from sundown to sun up.

Arizona is home to many large observatories such as Kitt Peak, Lowell Observatory, the Naval Observatory in Flagstaff, Mt Lemmon Observatory, etc, etc, etc - so MANY communities in the state have light pollution restrictions.

The idea is to preserve the natural desert night skies, but you can still have coach lights and porch lights
