Default Mobile Radar Vans -- how do they work??

Greetings!

Last night I was driving around in Tempe and noticed a mobile radar van on the OPPOSITE side of the road. I noticed it because I saw a flash come out of the rear of it (twice).

I looked down at my speedo and saw I was going 38 in a 35 (school zone just started brinigng the limit from 40 to 35 -- this was 9:30PM) and I was about the same distance away from the van as a pickup truck was in the same side of the road as the speed van.

Just out of curiousity -- how do these vans work? Do they only work on one side of the road (IE the side the other vehicle was on), or am I going to get a nice present in the mail from the city of Tempe in the next few weeks?

Also, since my home state is WI, will the information be reported to the WI DMV if I am sent a ticket (I beleive WI and a handful of other states have exceptions?)

These are certainly interesting vans, I wouldnt mind having them put a couple up in WI to take care of our friendly IL drivers!!!
