I had no issues renting a car when I was 21. I flew out there 3 times, and each time I rented a car...Budget and Fox.

Good luck with those Sky Harbor Rental Car center - your not native - ********* fees. I just wrapped up a trip to Phoenix and paid $53 dollars in fees for two days. Nice. Good luck in your adventure.

There are several like Budget and Thrifty that will rent to under 25, but they will charge you a daily surcharge that can add up to $30 a day to the total charges. Also try ABC Rent A Car. Here is the link:

ABC Rent A Car, Phoenix AZ 85034 -- MerchantCircle.com

You should definitely call all these places before you arrive so you are not running around and then end up not having a vehicle. Good Luck!

Sorry guys, but there is some bad info here.

Number one, if you are under 25, in most states you will pay a fee per day to rent any car, and they will only let you rent up to a certain level of car (no luxury, etc)..

There are some car rental code sites that post corporate codes, some of these corporate codes will waive the underage fee. You can usually use these and they never question where you work, they just don't charge the fee based on your code.

As for debit card, you cant use one to rent a car. You need a regular credit card. All rental companies put a large HOLD on the card until you return the car. If you want them to hold hundreds of dollars out of your bank account, then all the power to you.

Otherwise get a credit card.

carrentals.com will spell out the companies for you, you will need to search elsewhere for corporate rate codes.

Enterprise Rent-A-Car rents to people between 21-25. I am sure there are fees, but there are still good deals especially on weekends. There might even be some holiday specials if you're coming closer to Christmas.

As to whether or not you can wear a t-shirt in December, it depends. It can either be 55 degrees or 80 degrees, or anywhere in between. There is a lot more variability toward the end of the month.

Good luck.

I googled by using these key words: corporate code rental car. I came up with sites publishing discount codes you could use when you book online.
