That's the other thing too ... are there any neighborhoods where there is a significant Asian presence, especially Japanese? My wife is Japanese and she's not opposed to Phoenix, but she would get homesick if there wasn't anyone around to chat with, discuss things in Japanese, etc.
There aren't any ethnic neighborhoods in Phoenix save for the barrios near the various city downtowns and the poverty areas of south and west Phoenix. The ethnic enclave thing is an eastern city relic of European immigration and racial segregation neither of which had much impact in shaping a late 20th century city like Phoenix.

That is not to say she won't find anyone to talk to. Like everything else here you need to research your interest on the web to find kindred people and then drive to where they meet. The place where one will hear the most foreign tongues here is probably around Goodyear/Litchfield/Surprise because of all the foreign forces who come to Luke AFB for training.

Glendale is so-so, Just stay away from the south west portions and you should be good.

most of the western portions are fine, especially around glendale ave, northern and the non-peoria portions as you go north from there
