They will probably send a process server after you. If you are not home at the time or do not answer your door, barring a unscrupulous process server who just drops off the ticket at the door (happened in Tuscon, process server got fired), if you can hold out long enough (120 days?) you are home free. Ticket gets dismissed with no prejudice. If enough people do this (seems like 90% of people are doing this) it will become an administrative headache for the state. That's what they get for trying to balance the budget with an unconstitutional tax. Disclaimer, I have never gotten a photo ticket (thanks to GPS and radar detecting devices), but if I ever get one (like from yet another malfunctioning scottdale speed camera) I guarantee I will make someone come to my house before I pay it.
