Try nurse clinic at Fry's I-17 and Bell road, cost $45.00 for visit and you can get med's prescription filled at Wal Mart cheap and legal.

What general area are you close to in AZ?
I know someone without ins. that went to this dentist:

She had infected wisdom tooth/teeth. She paid 40.00 for the visit and received a prescription for meds. Pain and antibiotic.
She said they were VERY nice.

Get them pulled, problem solved forever with them!  and it might even cost about even with whatever you find for over the counter amoxicillin lol (cost me around $80 a tooth with no insurance)

It can't be bought without a prescription in the US. No antibiotic can, except perhaps online, never tried that.

How long ago did she see the other dentist? If he/she knows she's waiting for insurance they might call in a script for her especially if she was a repeat patient. I she would would not get pain pills but an antibiotic should not be a problem if it was prescribed before and had no problems. Losing a wisdom tooth is not a problem but if anyone thinks it is cheaper to have your teeth extracted check out the prices of a fixed bridge, partials and dentures.
