DO NOTHING!!! AZ law states that a ticket is not valid unless they can verify that it was delivered. If it is from a speed or red light camera they can not verify that you received your mail. I live in Yuma, and travel to Phoenix at least twice a month, I make sure to get caught on at least two speed cameras on the freeway while there, it has been over a year since my first and all I have received is two notices in the mail. Also, if you look on the fine print on the ticket it will state it has to properly served to be valid, can anyone verify receipt of a standard USPS mail delivery??
This is what I was informed by a 20 year veteran of DPS right after the first cameras went up on the 101. They will mail it twice, if you do not respond they will then send it to a process server to verify receipt, since the servers are paid only $18 per ticket they will not try more than one or two times to deliver the ticket, its not worth their time. Also, a lot of people will just register their car in their spouses name, you are NOT required to identify who the person was. All you have to do is reply and state that it is not you driving the car. You are not legally required to identify the driver, if you want to double check, look up the Arizona Revised Statutes to verify. NEVER PAY A TICKET IF IT WAS SENT IN THE MAIL!!.
Also, AZ only has true speed limits in school zones (15mph), residential areas (25mph), everywhere else the AZ law actually states "reasonable and prudent" if the ticket occurred in the early hours and there was not any other traffic how can a camera determine if your speed was reasonable and prudent given the traffic, weather, and road conditions, however, this also means that a DPS officer can ticket you for going 45 on the freeway if they feel based on the weather/traffic that it was not reasonable and prudent. I would consult the AZ laws before paying any ticket in this state, or for any other fine in this state for that matter. Some DPS officers are smart enough to ticket for wasting a finite resource instead of speeding to get past the reasonable and prudent part, but most are not, and cameras can never make this decision.
