How about just suck it up, and live in your own city during the winter instead? Phoenix has enough snowbirds!
You can buy a house where ever you please, but most people do notice if a house is vacant, you can never be too cautious, I would suggest an alarm system.

Break in's can occur anywhere, no matter what city or state one lives in. While some areas have less crime than others, none are immune.
You may want to consider what amenities you want in a community as well as having a low crime rate.
Maricopa and Estrella are two completely different type areas.
You are welcome to the Phoenix area whether you are a snowbird or a complete relocation. I have a lot of friends who are snowbirds and we're always happy to see them return in the winter.

Snowbird Homewatchers
I know a couple of retired people that run a small business of watching after homes for snowbirds. They live here year round and basic chores are included in the price quotes.
From what they tell me, a lot of snowbirds have someone watch over thier homes - sometimes it is a family member or really good friend, then other times a professional service...

Honestly I am sick of all the snowbirds, half of them can't and shouldn't be driving.

I have a great solution for ya Karma, move up to the cold country and that will solve your problem. lol I'm sure I won't see any snow birds anymore. I'll just wish I was one. lol

Any of the outlying desert towns would fit your bill. Maricopa, Queen Creek, Surprise and they are all dirt cheap. You shouldn't have a lot of problems.
Those towns will welcome the snowbird money in the winter, they need it. You should be welcomed with open arms.
