driver's license/ car registration
How do you go about transfering an out of state license and registering vehicles? Is it a big hassle or fairly easy?

It's a breeze. Check out the AZ DMV website for the details. If you go first thing in the morning - you can be in and out with a new title reg, and driver's license in under an hour.

Get the inspection done first and if your vehicles are five or
more years old get the emission test then go to the DMV
OR pay a small fee and go to a licensed 3rd party

Easy.
Service arizona.com is the MVD webpage. When you go, look for the bay on the side of the building that says something like 'level 1 inspection' You'll need to go there first before you even go inside and get a number. The bay is a VIN check (to make sure your Vin matches the title/reg/etc) They'll give you a form, and you take that inside, get a number, and fill out the application for an AZ license.
If you're coming from a state that checks ID/birth certificates and doesn't issue licenses to illegals, then it's an easy 1 for 1 switch. If not, (WA for example) then you'll have to have some more paperwork with you. Take a passport, SSN card, or birth certificate to prove who you are.
It's straightforward - the license plate fee might be a little higher than you're used to though... >$250 for a newer car.
PS - if your car is older than a 2005, you'll need an OBD emission test (another bay) before you go inside. Separate check to AZ Dept of Environment Quality for about 25 bucks but you can do it at the same place.

Great question. So what about proof of address like a utility bill? I am in a temporary house right now and do not want to use this address, but I do want to get my car registered because I bought it new just before leaving and the tempo tags are now expired. I have an address I can use, but I could not prove it right now as we have not moved in.

Once you get your registration, you can change your address, renew your registration, get a new copy of your driver's license, etc. on-line.
