"Ridiculously inexpensive property" would be your first clue. That being said, you reallly can't judge the property or the area for your taste and sensabilities unless you visit it personallly (and at various times of the day/night). As I have seen and lived, there are pockets of the Phoenix Metro Area that change dramatically from block to block, mile to mile, everywhere, north, south, east and west, and you really have to look and explore for yourself as to what you for will be a comfortable living zone. There's really no other way unless you have megabucks and then you wouldn't even be asking the question.
