City of Phoenix Parks and Rec runs adult leagues of various skill levels. You can find more information
here. You can usually find pickup games at community centers around town - I hit up the Sunnyslope center every so often on Saturdays. Lots of high school kids, but it can get pretty competitive.
Also, North Phoenix Baptist Church (Central/Bethany Home Rd) has some recreational teams. More info
